Either she's lying or she is so incredibly stupid as to think that the Civil War was in 1993, because that's when DEMOCRAT Mike McNulty stopped representing the 23rd Congressional District in New York (there was a redistricting, and he was moved to the 21st District).

I have heard this reported in a number of articles. Determining any given congressional district's history can be confusing given that the boundaries keep changing. Did McNulty really "move" to a different district or did his location stay the same while the boundaries changed? Furthermore, two neighboring towns potentially could be in the same district during one decade and then separated after redistricting.

When Mike McNulty represented the 23rd District, was he representing Watertown and Potsdam, two towns in the current district?

When Mike McNulty represented the 23rd District, was he representing Watertown and Potsdam, two towns in the current district?
He got changed to the 21st district without changing residences.

It's hard to tell the history of which towns were in which district when. However, there was a redistricting that brought John McHugh from the 24th to the 23rd (in 2003), which implies that Watertown was moved from the 24th to the 23rd.

A lot of legislation passed the House this year, including a Health Insurance Public Option.

Same thing that past winners like Stalin, Hitler and Khomeini -- dominated the news for better or worse (read Time's definition of the Person of the Year).

That being said, I think that Sarah Palin's vagina should be the winner, for it--unbeknownst to its own self, perhaps--kept that vapid airhead in the news for 365 days more than she should have been.
